A good rule of thumb for outsourcing is to outsource everything that is not connected to your core strength. Unless you can definitely justify a full-time resource for a given function, it's ideal to outsource to professionals who specialize in a single subject full-time, are up to date on the skills and technology required, and loves doing the task.
